The System & Sections report shows clearly where the project is at.  From here users can tell what step a document is in, if there are any files awaiting, any outstanding actions and how valid the data uploaded is.

Springboard is an Action driven system.  Where there is outstanding information an Action should be in place to request it.  The Action Report shows all actions, who they are sat with, what document and section, who is responsible and if they are outstanding.
